Upgrade to Drupal version 4.7rc3

Over the next week or so this web site will be upgraded to drupal 4.7rc3

I simply can't delay any longer: I must get access to all those superior Drupal 4.7 features now!

But, as will all upgrades, the unexpected may happen and this web site may be unavailable for periods of time while I fix the issues found.
